The Iowa Constitution in Article IV, Section 12 mandates the Governor gives an address to the Iowa Legislature every year but does not specify how that takes place.

It reads, “He (the Governor) shall communicate, by message, to the General Assembly, at every regular session, the condition of the state, and recommend such matters as he shall deem expedient.”

It’s the address the Governor typically puts forth his or her legislative agenda and budgetary priorities. The budget proposal is typically released the same day.

Usually, the address is given in the morning, so Reynolds giving the address in the evening is a notable change. Reynolds’ address will be aired on Iowa PBS and streamed live on their website and the Governor’s Facebook page.
