Iowa House Ways and Means Committee Approves Doubling Adoption Tax Credit

The Iowa House Ways and Means Committee unanimously passed HF 100, a bill that doubles the current adoption tax credit cap from $5000 to $10,000 by 2023.

DES MOINES, Iowa – On Monday, the Iowa House Ways and Means Committee unanimously passed HF 100, a bill that doubles the current adoption tax credit offered under Iowa law by 2023.

Iowa law currently caps the adoption tax credit that Iowans can claim against their income taxes at $5,000 per adoption for qualified adoption expenses. Under the legislation, the tax credit would increase to $7,500 in 2022 and increase to $10,000 in 2023.

There was not any discussion or debate. State Rep. Joe Mitchell, who managed the bill in committee, gave closing remarks. 

“This bill is particularly important to me because my sister is adopted and my two sweet nieces are also adopted. And so I’m very much passionate about what we’re doing here,” he said.

State Reps. Timi Brown-Powers, D-Waterloo, and Megan Jones, R-Sioux Rapids, joined Mitchell in advancing the bill last week in subcommittee unanimously. 

The bill is sponsored by State Rep. Brian Lohse, R-Bondurant, and co-sponsored by Mitchell and State Rep. Garrett Gobble, R-Ankeny.

Iowa Association of Business and Industry, Iowa Right to Life, Iowa Catholic Conference, and The FAMiLY Leader registered support for the bill. No group registered against the legislation.

The bill is now eligible for a vote by the full Iowa House of Representatives.
